Two sentences at most, in plain words, at the top.

The real reason, briefly. If there was a trade-off, name what we gave up. Do not present a hard call as an easy one.

3. WHAT CHANGES FOR YOU
Grouped by who is affected, with dates. This is the part people will read twice.

4. WHAT IS NOT CHANGING
Anything people are likely to worry about that is in fact staying the same.

5. QUESTIONS
Where to ask them, and by when you will answer.

Under 300 words. No "exciting news" if it is not exciting for the reader. If the context does not say what changes for someone who is clearly affected, list that as a gap for me to fill rather than guessing.
